Yes, but there was a PC version of it, too.
However, there's a listing for the PC version on 1up...

Herzog Zvei proved it over a decade ago, so though I prefer PC for RTS,
I'm sure if it's not a shite in the mouth it will be ported and play
just fine on the 360.

| I read an article about this in last month's PCGamer. It seems to vary on
which RTS is being talked about. I believe LOTR:BFME2 was a good choice
because it's pretty basic. I don't think a game like Company of Heros or
Rise of Legands would be as good of a port, because there is a little more
management invloved.
Though maybe, someday I'll give RTS a try on a console, It's just hard to
imagine that it would be has smooth and natural has it is on a PC. Of
course, smooth and natural is a sunjective term here.
