Is it possible to plug a monitor into an Xbox 360 or a regular Xbox?

Yes.

Some monitors come with composite or s-video inputs, so you can just
connect your game console directly.

You can also purchase a VGA convertor box (lots of them out there with
various features and such.)

I think the 360 also supports VGA out directly (need a different cable
obviously) and that's probably going to give you the best picture.

XBOX 360 = Yes
http://www.xbox.com/en-US/hardware/x/xbox360vgahdcable/

Basically this is the poormans HDTV.. If you don't have a HD tv yet but a
nice crt monitor.. grab this cable.

XBOX = No.. Kindof
Unless you get a RGB box...

Some are 480i and some do High-Def.. (or Progressive modes)
Since not all titles support progressive you might find that 1 box doesn't
meet all your needs. However if you just want to get some display at all
you could just get a cheap box that displays something.. It might not be
progressive. So you'd be able to play games but they wouldn't look any nicer
than a typical tv.
