You are using a Wired Controller and not a Wireless Controller with a
USB charger? If it's the Wireless one, the USB Charger doesn't offer
any connectivity but as the system detects a power drain on the USB
port, it runs the Add Hardware Wizard.

You need to download them from Microsoft.

There aren't any drivers to "install" that I know of for the controller.
Unplug it, use another slot (front) while the Xbox 360 is off, and start the
360 again.

Chris, I think he is trying to use it on his computer ... not his 360.

Right you are! I missed "computer." Anyway, here's a Microsoft Knowledge
Base article on the subject:
http://support.microsoft.com/kb/908888/en-us?sd=xbox The correct drivers
(for Windows XP SP2 systems) is available through Windows/Microsoft Update.
