UK- Connecting to live without prior internet

| Hi All,
I'm hoping you can help my friend out, here's his situation-
He has an Xbox 360
He lives in a rented house with no current connection to the internet
The single phone socket is in another room (hallway) and he cannot run
cabling to it.
Can he connect to Xbox live wirelessly without having to have an internet
connection established?
Can he get a wireless modem or something, a wireless adaptor for his xbox
and then live subscription and thats it?

| Your friend needs to have at least DSL Internet service from an Internet
Service Provider first of all. Then, depending on the ISP's setup, he will
need to establish the connection to the Xbox 360.
