USA - Mexico xbox games and xbox live

| Ok, I know that this issue has been raised a few times, but I was
hoping for a clear answer.
If my brother buys an xbox in Mexico, can he also buy xbox live? He's
in the Leon, GTO area and yes, he has a 256k broadband connection.
Are the xboxes down there all in Spanish? Can they be set to English?
What about the games?
I was hoping to use xbox live as a dual-use VOIP and game machine.
First, talk with the family on the cheap. 2nd, blast a fool up. (plus
when I go to visit, yay, xbox!)
Take a moment and help a brother out.

Xbox Live is available in Mexico. The language setting can be changed to
just about every language.
Mexico is region 4 so I'm thinking that any Xbox manufactured for the
Mexican retail market would be region 4.
However some USA Xboxes (region 1) are manufactured in Mexico.
