At one point in H2, doesn't 343 Guilty Spark indicate that the Forerunner
were all killed? I'm thinking about the cutscene just before the last
fight.
I don't think all live in the galaxy was destroyed when the rings were
previously activated. Having the Ark in a "safe-remote place" (Earth) would
seem to indicate that even if all the rings were activated, life on earth
would not be affected. Which could potentially come back to bite us in the
XXX if the flood managed to hitch a ride on the Forerunner ship just like
the MC did.
