The problem is that allowing everyone to run their own little room in
Quickmatch/Optimatch would mean you'd have a tough time finding a
competitive game. You would probably end up fighting much worse or better
players. The way the system works now is pretty good; I always get
reasonably close games.
But if I want my own rules then creating a party is very simple. Personally
I think they've got the matchmaking system right. The new playlists can
only make it better.
