A pinned unit is not allowed to move. However, what if it is attacked
and has to retreat. Is a pinned unit allowed to retreat? The rules
only say a pinned cannot "move" but maybe that is in relation to the
movement phase only. The rules aren't clear.

In most games, retreat is not considered movement. So, I would say,
yes, the pinned unit may retreat.
