Considering that it was finally the (largely US-appointed) Iraqi
government who notified the IAEA in early October that an explosive
stockpile was missing from the Al Qaqaa bunkers after numerous requests
for information were ignored by the CPA and the US military and despite
repeated warnings from the IAEA officials over a period of 18 months, I
think it is fair to conclude that the Bush Administration can only blame
itself for this poor timing.
As a keen analyst, you probably will have noted too that it is the same
Iraqi government, *not* the IAEA, who blames the disappearance on
looting in the aftermath of the collapse of Saddam's regime. Oh, and in
case you missed the news, both the NBC embedded reporter and the
commander of the brigade which stayed overnight at Al Qaqaa on April 10,
2003 on their way to Baghdad have indicated that no effort was done to
secure or investigate the site. In fact, the commanding officer had no
idea of the significance of the site.
IMHO, a better candidate for a decent October suprise would be

Another of Clinton's missed opportunities... oh, wait, this happened in
2002-2003. The article discusses several reasons why a strike on Al
Zarqawi's camp was delayed until after the beginning of the invasion.
One may be missing, though. A strike on a terrorist compound located in
an area of Iraq that was out of Saddam's control might have undermined
the case for the invasion. Anyway, just imagine the flak republicans
would have directed at the President had Gore, not Bush, being at the
office at the time.
Vote Bush, vote Nader, vote Kerry, vote Red Sox... and good luck to
whoever is going to win the job and the duty to clean the mess that goes
along. He will need it.
