Let's go through this slowly, eh?
First and formost, about Bush taking responsibility: GOOD FOR HIM. About
damn time he stood up and started acting like a president! Only took, what,
5 years? He finally stood up and said >I< take responsibility. None of
this weak spin like "we're going to get to the bottom of this..."
Let me put this another way, Fred, I am PRAISING the President here.
Second, he said that all levels of government had failed - not just the
federal level. I agree with this and have always agreed with this. He is
also correct in that at the federal level, he IS the one in charge and
therefor would be the one to ultimately take responsibility. See, there's
this thing called "The chain of command" and the President is at the top of
the chain.
Still don't think he has any responsibility in the Katrina mess? Tell me,
Fred, how did Brown get his job as head of FEMA? Bush appointed him.
While Brown didn't report directly to Bush, Brown's ultimate boss
was...you guessed it. President Bush.
This isn't to say that Bush is solely responsible for the whole matter.
I've always said that the local and state governments could have and
SHOULD have done more in preparation for the hurricane. Afterwards, it
was clear that their resources were just completely overwhelemed (if not
outright destroyed.) Bush had already declared a state of emergency for
that area, telling FEMA to get down there and start rescue/recovery.
Now, this is a disaster of an unprecedented size and scope. I doubt that
even if FEMA had done its job and gotten whatever supplies and personel
down to the affected areas on day one, that it would have been enough.
But at least that would have been better than waiting for 3 to 4 DAYS
before someone at the federal level managed to START DOING THEIR JOB. In
this situation, you can't expect the state, much less the local governments
to be capable of doing much when a large chunk of the infrastructure has been
outright destroyed.
Again, Fred, this isn't about political parties. It's NEVER been about
political parties. It's about leadership and responsibility - pure and
simple - and how our federal government has failed to show much of either
over the past 5 years. I only hope that Bush was sincere about what he said
today, and just wasn't saying it because he's afraid of his record-setting
low approval rates.

Personally, I don't think race played a part here. Bush may be many

And as for "unprecedented speed" - you're telling me that going from Baton
Rouge to New Orleans in 4 days is "unprecedented speed"?
Victims of Ivan reported that FEMA showed up right after the storm passed
over. Why couldn't they do that for Katrina? It's not like this was a
surprise event. Bush declared a state of emergency for parts of Louisana
on Saturday - 2 whole days BEFORE Katrina made landfall. So I guess this
means FEMA took SIX days to do anything. SIX DAYS. That's not
"unprecedented speed" - that's a disaster.

The state had asked the federal government for help. For what it's worth,
Bush did his job by declaring the state of emergency, which explictly
authorized FEMA and the military to move in to assist. Had FEMA done its
job, Bush wouldn't be taking the heat he is now.
The state doesn't have all-terrain humvees, rescue helicopters, bridge
builders, etc. You know, all the stuff that the national guard and US
military has access to?

The reason was UN violations of the armistice of the 1991 Gulf War. Same
ones given on day one and the only one they needed.

been firing missiles at the US . In roughly the first half of 1999, the US
and Britain launched over 1000 missiles at Iraq. Clinton even launched a
pre-emptive strike against Saddam in 1996 and 1998, in addition to the
occasional non-productive missile attacks against Iraq. The war was costing
around a billion dollars a year, practically all shouldered by the US and
Britain. Iraqis were dying by the thousands from sanctions and hundreds by
direct result of the war. It had to end and it was the right thing to do.
The fact that you try to make Saddam out as a victim in the whole thing
shows exactly how sincere you really are... not at all.
