I've found and extracted the file, it has two files:
ps2ownz-hdloader.bin
ps2ownz-hdloader.cue
what shall I do with these file? just burn it into CD?

open cue with nero & it does the rest.
let me remind you, you can't boot a ps2 with a backup image of
anything.

You can't you have to buy it from the web, I think it is illegal to use

was illegal and I think the ripoff product, HDAdvance is still being sold.
I bought it and still use legitimately to this day.
Mr. Kancil Killer seems to have downloaded the warez version so I don't
think he is too interested in its legality.

Why would HDLoader be illegal? You can use it to copy your games to the
HD. Of course, you can also use it to copy Blockbuster's games to the HD
- but then again, using a tool for an illegal activity doesn't make the
tool itself illegal.

I don't know why it is illegal or even if it is for sure, that was just
something that I think would be illegal, why do you think they got rid of HD
support on the new slim PS2s cause of people using HDloader and HDadvance.

I doubt that HDLoader was the primary (or even a major) reason why Sony
dropped the HDD support for the slim PS2. Leaving out the HDD (or even
HDD support) allowed them to make a much smaller case, with fewer
components (no need for an IDE controller and interface) and at a lower
cost. After all, why include something that no one's using? You may
recall Sony did the same thing with PS1 and the serial(?) port, or the PS2
and the firewire port.
The HDD was a flop, period. FFXI didn't sell as well, nor are people
using the HDD to access the optional material offered online by Socom2 and
the few other games that supported the HDD. It was released fairly late
in the PS2's lifecycle after numerous delays. It was *only* available
with FFXI - which I think extremely limited its appeal to most gamers. It
couldn't be used by games for savefiles (though you could copy files from
your memory cards to it and back. It

I have a debug PS2 at work which plays CD-R and DVD-R betas that companies
send to us. When I tried to use HDLoader to install a beta to the HDD, it
would not recognize the media.
