My guess is that there may be a noticeable difference, at least in the
first or second generation of games, while they are still optimizing
their data loading code.

While its not the same exact thing, I noticed a definite speed up on
"early" PS2 games using HDLoader. Grand Theft Auto 3 and Vice City
both load in a few seconds, unlike the 30-45 seconds or so, that they
did off of the disc. However, GTA: San Andreas loaded at about the
same speed off of the disc and HD, which itself was much less then the
other GTA games, due to optimized code.
I also noticed a speed difference in the DDR games when the music is
loaded, between the first PS2 one and the latest. The same thing
happens as with the GTA games. The early one loads a lot faster then
it used too, and the newer one doesn't speed up noticeably.

My point is that there would most likely be a speed up using the hard
drive to load the early games, but the benefit would degrade over time.

The PS3 developers do have an advantage in that if they make use of the
HD, all PS3 will have one, so they can count on it. XBox 360
developers can't take the for granted.
However, if they are working on a multi-platform game, then there might
not be much of a benefit.
PS3 exclusive developments would see a benefit, though.
If they take advantage of it is another story....
