When I signed up for a free trial at ICC, I was assigned, as far as
I could tell, an initial rating of 1400. After playing six (standard)
games during the trial period (I have little time to play any chess),
my rating increased to 2100. (I scored +5 =1; the draw was with
Black against a 2300 FIDE player.)

I cannot recall playing opponents with established ratings under
1000, so I consider myself unqualified to comment about them.
