Can you tell us the difference between YOUR many usages of the term
"nigger" in the newsgroup soc.culture.japan and how average
English-speaking people use it since you claim nobody would be offended
by your using it? And, since 99.9% of English-speaking people decipher
that phrased when used by a white man one way (e.g. as a racist remark
describing African-American people), do you feel it's appropriate for a
USCF Executive Board member to use such a term when they would be
representing African-American chessplayers in their capacity as a board
member?
