There is a case reported on rec.games.chess.politics where a member
had trouble renewing and therefore did not get a ballot.
As a result, Bill Hall kindly printed out a ballot in the office and
mailed it to him.
Will this ballot count? Can you tell the difference between a ballot
printed in the office from those printed commercially?
