I think that response is too pessimistic. Its true that getting to GM level
will be tough - probably possible, but I don't think IM/FM level is
impossible if you have the talent.

Thousands of people start chess when they're 4/5 and never amount to
anything. I would say that if you're stuck on 1400 after 2 years of solid
effort, then you almost certainly wouldn't have been a GM even if you had
started much younger.

But cheer up: With focussed effort (not just blitz with a couple of friends
or over the internet), studying, seeking out and learning from stronger
players, etc, I see no reason why you cannot reach a good, or more "proper"
level. Maybe not as high as you *might* have reached had you started young,
got the coaches, etc, but still decent.

And if you want my advise, study endgames for the most effective use of your
time. Do *not* try and memorise 20 moves deep into some obscure variation of
the Najdorf if you're only been at the game for 2 years and you are at the
1400 level. You're wasting your time if you do that. Just play openings you
enjoy and study the endgames!!!

Good luck!
