It doesn't say that if you have ad blocking turned on. The link to the
old front page uses a mechanism designed for ads, and is recognized as
such by most ad blockers.

The original point is valid - there is no link from the new front page
to the forum (and, for that matter, there is no first-class link to the
old front page, either). I suspect this is because the implementors of
the new front page have something else in mind to replace the forum, and
(as always) it's the implementors who must make policy decisions when
the policy makers are busy writing nasty-grams to each other rather than
paying attention to policy matters.
