Larry, how about sticking to the subject of the thread? Please answer

Pupols, American Master" (The Thinker's Press, 1983):
"Larry Parr was born in Seattle in 1946 ... As far as his chess
successes go, he was 1st-3rd in an international Swiss (1970) in
Frankfurt, West Germany."
The author of this book is Larry Parr, so I would assume that you,
Larry, wrote the above, or it was added to the book with your knowledge
and permission. Earlier in this thread you wrote: "Just because someone
wins a Swiss with players from many nations doesn't make it an
'international swiss' ... The FIDE definition narrows itself to swisses
which are eligible for title norms."
So, keeping in mind your caveats, will you please tell us: how did
this 1970 tournament qualify as an "international Swiss"? Were FIDE
title norms involved in this event?
