Not true. I never wrote that.
I wrote that my peak STRENGTH was in 1965 when I was living in Mexico
City, Mexico and playing every day. None of my games there were USCF
rated.
My best tournament result was probably the 1989 Active Chess
Championship in Kuala Lumpur Malaysia. I played four players with FIDE
titles. I scored 4 1/2 -1 1/2 . The only game I lost was to
Grandmaster Anand. My draw was against an International Master. My
games are posted at:

However, that tournament was not USCF rated. It was also not FIDE
rated because FIDE rules at the time required not more than one game
per day.
Incidentally, immediately before this I played in the World Open in
Philadelphia. I played in a lot of side events. I played in 27 USCF
rated games in 9 days. At the end of those 27 games, I blew out losing
the last 6 or 7 games in a row. I was obviously very tired, and lost a
lot of rating points. However, I guess that after I rested and
recovered, I flew half way around the world and achieved the best
tournament result of my life.
