What's Next for Chess HQ?

| Now that Goichberg is back on the Board and likely to become the
next president, what's next for good old Chess HQ?
My guess would be that da Goich will engineer a move back to the
NY/NJ area sooner or later. I'd also guess USCF dues might go down a
tad. Goichberg recently wrote that he thought they were a bit to high,
enough to have negatively impacted adult membership the past few years.
Other than that, I don't think much will happen. There simply isn't
much to work with in the chess federation, even with a really good
Board on hand.

The USCF Delegates' meeting will take place on August 13-14, 2005 in
Phoenix, Arizona. The meeting should conclude by about 3:00 PM on that
day and at that moment in time the new board will take over.
Typically, the new board will hold its first meeting later that
afternoon or the following morning.
The big question this year concerns the fact that Beatriz Marinello is
scheduled to preside over the August 13-14 meeting and Tim Hanke is
scheduled to present a report on USCF finances. Those who know them
suspect that neither Marinello nor Hanke will attend the meetings in
Phoenix. Shaughnessy and Bauer will probably not attend either. Shutt
always attends these meetings so he will be there. George John has
indicated that he will come.
The question now is whether Beatriz will resign or serve out her term.
If she resigns before or during the delegates meetings, what happens
then? Nobody seems to be sure.
If Beatriz and Hanke do not attend the meeting, it will fall on Steve
Shutt to chair the meeting. I am certain that Shutt will be willing to
do this.

Goichberg, Channing, Tanner and Shahade were elected. Schultz, Hanke
and Marinello have unexpired terms.
It seems fairly certain that Hanke and Marinello will not be given any
committee assignments, Whether they will be willing to continue as
back benchers is not yet known.

OK Sam and in this case who will replace them ? Another election will be
needed ?

If Marinello and Hanke resign after the meeting, then a new election
will have to be held next year.
If Marinello and Hanke resign before or during the meeting I believe
that the delegates can elect somebody in their place, but I am not
certain of this.
John McCrary did a great dis-service to the USCF when he resigned
immediately after the conclusion of the delegates meeting in 2003. It
was this that led to the election of Shaughnessy and Bauer and all the
trouble they caused in 2004. I would hope that if Hanke and Marinello
are going to resign they would do so before the Delegates Meeting on
August 13-14. It would be the decent thing to do, which would make it
a new experience for them.

politics is over and we must try to work together.

Also, some of the candidates that were not elected would make good

for the VP of Finance position, it may be essential, IMO.
I also hope we will NOT see a repeat of 2001 with the resignation of
two board members unless there is a compelling reason such as health.
The reason for the 4-3 system is to have continuity on the board. We
have already just lost 4/7 (over half) of the experience of the Board.
We don't want to raise that number to 5/7 or 6/7! Furthermore, half of
the new Board members have no experience, SFAIK, at the state or
national level in USCF governance.

I can absolutely guarantee you that neither Hanke nor Marinello will
be given the position of VP of Finance.
The Chairman of the Finance Committee will probably be Ken Thomas. In
view of the new rule that no person can serve on both the finance
committee and the audit commottee, Randy Bauer can probably be
Chairman of the Audit Committee if he wants it.

Tim Hanke has said in the past that he is not willing to serve on the
board unless he is in a position of decision making authority. Since
Hanke will most definately not be given a position of decision making
authority, I suspect that he will probably resign and he has not been
heard from since February in any event.

1. Where did Hanke say that?
2. How could YOU possibly know that he will not be given a position of
decision-making authority?
3. Why would his absence from this particular circus indicate AT ALL
that he's going to resign?

The voters have just decided by a 2-1 margin not to give Hanke any

He has not only been absent here, he has not attended meetings of the

Not correct. The voters did not vote on Hanke's position. If he
chooses to remain on the Board, he still has one vote (equal to other
Board members), plus whatever other authority the Board delegates, such
as being on a Board subcommittee or being a committee liaison.

He has been absent from meetings in person, so it would not surprise me
if he resigned, but you are wrong about conference calls. He has
participated in some, including the most recent one last week.
