Only around 25% of the scholastic players in events held and rated in
2005 earned any bonus points from their performance. Among regular
adult members, around 13% earned bonus points. Thus it appears the bonus
formula is doing what it's designed to do, rewarding young and improving
players to keep them from deflating the ratings pool.
Whether that's an appropriate threshhold is something you'd have to take up
with the ratings committee.
They looked at player age when reviewing the bonus formula data last summer.
(Mark has just asked me for the data so he can begin this year's review.)
