The change to 16 was never made by the USCF office due to logistical
problems.

However, last summer the Rating Committee decided after analyzing another
year's worth of ratings information that the multiplier of 10 was more
appropriate and that multiplier in still effect today.

Mark Glickman sent me a revised version of the paper describing the
ratings formula that I need to get loaded to the USCF website, it corrects
the bonus multiplier and a number of typographical and semantical issues
that came up as I was programming the ratings formula.
