First, the event has to have at least 3 rounds to be eligible for bonus
points.

The bonus threshhold is the square root of the number of games (or 4
whichever is greater) multiplied by 10. For example:

3 or 4 games = 10 * sqrt( 4 ) = 20
5 games = 10 * sqrt( 5 ) = 22.36
9 games = 10 * sqrt( 9 ) = 30

The bonus is the raw rating change (no bonus) minus the bonus
threshhold.

Assuming the raw rating change (no bonus) exceeds the bonus threshhold,
the rating change is [raw rating change] + [bonus]
= [raw rating change] + ([raw rating change] - [bonus threshhold]) or
= 2 * [raw rating change] - [bonus threshhold]
