You may not calculate PR per se, but its equivalent must be folded into the
formula somehow if your explanation is correct, which I assume it is. Your
expectation is based on the rating differences, right? So am I correct that
these are added on a per-game basis, and not averaged?

This value is by definition of perfect score PRs. It has no basis in reality
