Actually, this is the 3rd rerating cycle, there was one in late February,
one in mid-March as part of the cutoff process for the April Supplement
and now the latest one at the end of March.
I don't think rerating was a factor in Angelo's question, and it has
generally been well accepted by the people whose ratings have been affected.
The number of e-mails complaining about a rating being miscomputed seems
to be about the same if not slightly lower, and several of those
have been due to errors in the rating report, not due to rerating.
BTW, errors like that are now being corrected as they are reported (or
confirmed) by the TD. (Corrections should be reported to Walter Brown,
wbrown@uschess.org.)
I think most players have been pleased to learn that it is now possible
to rate events within hours of when they end (providing the TD is willing
to make the extra effort to get the event ready for online submission
that quickly), and even the average event being sent in by mail to TN is
getting rated within 3-4 days of when it is received.
Are there events that take longer to ger rated? Sure, but they're usually
due to the same factors that led to delays under the old programming,
mostly events that have many new members and less-than-complete
documentation of them or events being submitted by uncertified TDs or
lapsed affiliates.
