Are Alternate Delegates permitted to submit ADM's, or must one be a
full-fledged Delegate to do so?

I searched briefly for the answer to this question on the USCF Web
site, but could not find any information about it, other than the
deadline and contact info to submit ADM's.

It is my understanding that only Delegates may submit ADM's. I quote
from the USCF Bylaws:

"Only those certified as Delegates, including any Alternates who have
been elevated to Delegate through the death or resignation of a
Delegate, may submit motions for the advance agenda. Motions not having
a Delegate present as a sponsor or co-sponsor when reached in the
meeting shall be deferred to the end of the meeting."

Note: the deadline for the submission of ADM's is May 31 ("before June
1"). See http://www.uschess.org/2005admsdue.php [Unfortunately, this
page does not state who may submit ADM's. Although the information is
in the Bylaws, I hope it will be updated with this information.]

I recommend any member, who would like to see an ADM placed on the
advance agenda, contact a delegate from their state. A list of
(current?) USCF Delegates can be found at
http://www.uschess.org/2004resultseb-del.pdf I that doesn't work,
please contact me. I plan to attend the 2005 BoD meeting and am a
Delegate from Texas.

As the highest ranking state officer from Texas (I'm the President of
the Texas Chess Association), I will be able to appoint members to the
Board of Delegates onsite if Texas does not fill its quota of eleven
members from its current list of delegates and alternates. So, if
anyone has an interest in being a member of the 2005 Board of
Delegates, who is not already a Delegate, please contact me onsite at
the US Open or by private e-mail.

Guess I can't submit a motion to ban all USCF officers from posting to
RGCP, then....

That's a thought. On the plus side it might force more official
communication from the officers via Chess Life and the USCF Website.
We do need more of that, instead of the ad hoc, multiple versions
(thinking of Rashomon again -smile-) we get on rgcp.

On the down side I think it's good for officers to informally answer
questions and brainstorm with the members on rgcp (or some public
forum). I think that open dialog, provided it remains civil, can be
very positive.

I would have thought one of "The Three People Who Truly Care About
Chess" would be a delegate. -smile- Someone needs to educate those PA
voters! -smile-

George,

Sorry to disappoint you but I am only in it for the money. Like the
rest of you. If that's the only way to get off Sloan's chess martyrs'
list, then so be it.

If I win the lottery I'll see you at the U.S. Open in Phoenix. We have
to arrange for the Open to be held at an affordable hotel within
driving distance of eastern PA some year soon.

Why not make an ADM to that effect?......

These are both good points, but overall I think more good than harm comes
from EB members posting on RGCP.

George, I would certainly hate to see you disappear from this forum if you
get elected.

George John only posts here when he is running for election. What
makes you think he will stay around after the election is over?

In case the readers here do not know what this is all about, around
five years ago, Bruce Draney posted that there were only four people
on this newsgroup who really care about chess. The rest of us are in
it for the money.

Eric Mark, the poster above, was one of the only four who really care
about chess. He has never lived this down.

Yes, I am so ashamed of myself. I should have sold out years ago; it's
so much easier this way. Please send money.

As I recall, Bruce's list included Randy Pals, George John and me.
Randy is long gone from this newsgroup and hasn't played a rated game
in years. Bruce is out of chess completely, at least for now. George is
about to stage a coup to take over USCF and get his hot hands on the
cold cash, unless Sam can stop him.

Maybe I should apply for the ED job so George can fire me. Must one
really care about chess to get hired as the national chess federation's
chief executive?

Sam Sloan makes yet another false statement about me. I have been
posting on rgcp since at least 1997 (the first Google Groups archive
entry is August 12, 1997). My first run for the Executive Board was in
2001. A quick review of the Google Group archives will cause one to
quickly realize I have made many postings prior to running, and after
an election is over.

Based on what has transpired on rgcp over the many years I have
followed it (since 1997), I agree. That said, that is not how it
should be. Executive Board members should never ever engage in
personal attacks against other or with members and the public, period.
Doing it in public and in writing is unconscionable, IMO.

The USCF Executive Board Standard of Conduct extends to rgcp. It
should be fairly and consistently enforced. If elected, I will do my
very best to make certain it is.
