This is a great idea but will never go anywhere.
I'll bet Chess Express could make a profit on ratings even under the current
fee structure.
Every paper rating report should include an envelope and return postage in
the event something is wrong with the report. If something is wrong a
checkoff list and the highlighed report should be immediately returned to
the TD, the same day. The process should repeat until the TD gets it right.
