Just FIDE World Chess Champions Khalifman and Ponomariov. The FIDE
rating list has only been around since the Spassky era, so we don't
have full data on the topic. If one ignores the FIDE Champions
resulting from the Kasparov schism in the early '90s, then it is clear
that Kramnik has not been that impressive as a World Champion. Similar
to Petrosian, in some respects, especially with regard to his mediocre
tournament results.
Had the rating system been used by FIDE during Petrosian's tenure
as Champion, it is likely that Spassky, Fischer, and maybe Larsen would
have had ratings that were higher than Petrosian's. Botvinnik, Geller
and Kortchnoi had big results back then. But to defeat Petrosian in a
match was a different story.
