He quoted what he himself (rightly) called "an old joke". He was not
making any statement of his own about either ladies or diplomats. He
quoted the joke merely to note the unreliability of categorical "there
will be a match" or "there will be no match" statements.

If Evans is to blame here, it is for using that old "lady and diplomat"
cliche instead of writing simply or originally. But that is quite
different from disparaging women (or diplomats, for that matter), which
he didn't do.
