I think you're missing my point. AFAIK, the Puget Sound area isn't
all that isolated, so doubt that's currently true, but haven't been
following to see whether players playing out of area tend to gain
points or if people coming in gain 'em.

I do know that years ago, the NW had it's own rating system, using the
same formula as the USCF, but over a different set of events, with
some overlap. As I remember, the NW ratings (with a lot of
exceptions) tended to be higher by about 50-80 points. (Rusty Miller
may have more accurate memories).

We used to argue over what might be causing this. Those events that
were only NW rated tended to be smaller, with relatively fewer
outsiders, and this probably had something to do with it.

In any isolated pool, *somebody* has to rise to the top and may well
be overrated relative to the nation. I'd assume that isolated pools
that aren't self-selecting will be *weaker* than the national average.
But, sometimes these things are counter-intuitive.

All similar to claims about high school football. Everyone claims their
state has the best high school football. No one claims the worst high school
football.
Ohioans often claim their top 10 teams could win state championships
anywhere else.

Larry Tapper once posted that the players in North Carolina might be a tad
underrated.
