No, the USCF has not kept a log of ratings corrections made on the old
ratings system. (We did set up such a log in February of 2004, but it
hasn't always been used.)
About the best that can be done is to look at the pre- and post-event
ratings from that time frame and look for discontinuities, ie where the
post-rating from event 1 differs from the pre-rating for event 2.
(You also have to look at the events in the order in which they were
rated, not in chronological order. MSA displays them in event rated
order.)
However, absent of a log, there's no way to tell why there is
a discontinuity present. It could be from a ratings adjustment
or correction, such as merging the ratings from two IDs into a
combined rating when fixing a duplicate ID, the result of a
deleted event, a corrected ID in an event or the re-rating of
an event because someone else's rating changed, for whatever reason.
The new rating system will track all ratings changes.
