I've had this kind of discussion with the Ratings Committee on several
occasions. Their general feeling is that most abnormalities (such as
one or more bogus events) would work themselves out after a few events,
probably around 12-15 games. I can show you plenty of players, including
several masters, whose ratings over the last few years have moved up and
down in a range of between 100 and 200 points.
However, that doesn't take ratings floors into effect. If someone's rating
is artificially adjusted up by more than 200 points, it sets a new floor.
