ICA has enforced the membership requirement for the Denker Qualifier and I
believe the championship section of the ICCA individual for the past several
years.

One way to help shape attitudes about this would be to add a significant
tournament that enforces this requirement. An Illinois Junior Open that has
a moderate EF, mainly trophies (but perhaps tournament entries to IL Open
and Class, other top Illinois events and some other well-placed "cash-like"
prizes -- savings bonds perhaps) might be a good way to start. To attract
coaches to bring their teams/clubs have some sort of semi-restricted pairing
team/club prizes. Perhaps some clocks or clocks awarded as door prizes.
