No. But neither do I believe that the requiring of membership is the
sole -- or even the primary -- factor impacting those attitudes.

I just spent 11 years doing it involving kids from pre-school to 12th grade,
Vince, and talking to their parents regularly. As long as they understood
what the costs were and why, it wasn't an issue. Bad service may make it
that.
