It hasn't failed in chess because there has never been any wealth to
transfer.
Furthermore, I don't advocate the wholesale implementation of the Mensa type
scheme without a fair test phase for a few years in a few test markets such as
Baltimore. A test phase wouldn't cost Chess HQ a great deal of money.
