It is not a matter of just "the work." There is also "the risk." In my
scheme "the work" remains somewhat concentrated on those who might volunteer.
But "the risk" is spread thin among all local members. I'm hopeful there'd be
more volunteers if they knew they didn't have to assume large risks.
And don't forget that I don't really care if a given district wouldn't get
itself up and running. The money that might be Tampa Bay's, for example, would
go elsewhere until Tampa Bay got organized. At least Tampa Bay would be
offered the opportunity. Eventually they would seize their opportunity.
