If there were people willing to do the work, there would be events in
your area now.
If anything, your scheme encourages poor planning because there is a
built-in cushion. Organizers should run events based on what will work,
not based on how much money is in the kitty. I've lost track of the
number of organizations that have failed because they didn't plan
to succeed. (The USCF has already come dangerously close to joining
that list, thanks to years of poor management.)
I don't consider this beautiful, I consider it a transfer-of-wealth
scheme that has failed many many times.
