As noted earlier in this thread, and by Louis Blair on page 272 of
Winter's "Chess Explorations," the book in question has been issued
under two titles: "Lasker's Chess Primer" and "Lasker's How to Play
Chess." Therefore it seems clear that the intended audience is chess
beginners.
