So, if somebody not entitled to make a motion makes a motion (or suggests a
motion, if you prefer) and nobody else is even interested in talking about
it, the motion dies for lack of a first?

In these times, "making a motion" probably refers to giving somebody
the bird.

I guess he would be out of order but you'll have to inquire of our
Parliamentarian to be sure.
