I am proposing rules for play, rather than exceptions to rules, or to
cheating. My point immediately above was in respose to deliberately writing
a move but making another, which would be to create a false record of the
game. Your first point, of course, is also an exception, since a player can
undertake the usual procedure to adjust pieces, etc.
