I think the Simulator renders local weather only at about 10 Nm from
destination.
Setting local weather conditions for global weather is unreal and won't
work if you intend to fly from clear to cloudy weather in different
airports.
But you can reduce visibility in Global Weather to 10 or 8 Nm, so you
won't see clear weather in any destination that should be cloudy.
